ADPR Policies
Revised, Oct. 09

I. INTAKE OF ANIMALS.

A. ADPR priority for rescue is dogs at risk of euthanasia at animal control facilities in the Palmer/Wasilla area.

B. ADPR generally accepts from animal control facilities in the Palmer/Wasilla area:

1. puppies under 4 months of age

2. adults under 5 years of age who pass a standard evaluation

3. pregnant or nursing moms and their puppies.

C. ADPR generally accepts from the public:

1. puppies under 4 months of age

2. pregnant or nursing moms and their puppies.

D. ADPR Board members will consider on a case-by-case basis adult dogs over 5 years of age and dogs with treatable medical conditions who pass or who are likely to pass a standard evaluation.

E. ADPR will accept pups and dogs returned to the group within the designated “trial” period.

F. ADPR may accept pups and dogs returned after the “trial” period if they pass a standard evaluation and there are foster homes available. This includes dogs taken to Animal Control by their owners. ADPR may opt to assist the surrendering owner to list the animal on the ADPR website public adoption page prior to scheduling an evaluation.

G. ADPR maintains a database of animals and adopters. Each animal is assigned an ADPR Intake number designating the origination of the Intake: public, Houston Animal Control, or Mat-Su Borough Animal Control. Dogs given a second Intake number by an Animal Control facility will be tracked using both numbers.

II. MEDICAL CARE, SPAYING & NEUTERING

A. All unaltered dogs and puppies will be altered and examined by a vet prior to adoption. Animals altered prior to surrender/return to ADPR may not receive a veterinary exam unless symptoms warrant.

B. Evaluation, foster, and clinic volunteers will promptly report any symptom that may need medical attention so appropriate treatment can be provided.

C. The female dog of litters given to ADPR will be spayed at ADPR expense by a vet under contract to ADPR if the owner agrees.

III. FOSTER VOLUNTEERS.

A. Foster families are responsible for all care of animals. This includes providing fresh water, food, exercise, love and attention, as well as exercise, appropriate training and restraint (fence, leash, kenneling, etc.), and effective communication with designated volunteers, such as the Foster Coordinator and Clinic Volunteers.

B. Foster applicants should be 21 or older, have housing appropriate for the breed, size, and care requirements, and time to spend with the animal(s) on a daily basis. They must agree in writing to abide by ADPR Policies and Procedures.

C. Foster families must abide by all city, borough or military installation animal control regulations including number of animals, barking, restraint, etc.

D. Foster families must abide by all landlord and homeowner association rules including number, breed, and size of pets permitted in the dwelling.

E. All foster homes are subject to inspection by foster home coordinators or ADPR board members.

F. ADPR provides foster families with dog food, supplies, and personal support.

IV. ANIMAL CARE.

A. Whenever possible, ADPR dogs and puppies will be fostered in family homes rather than a boarding kennel.

B. Dogs and puppies must be properly restrained, fed, and housed at all times.

V. ADOPTIONS. Adoptions may occur in a clinic or home setting.

A. ADPR volunteers will try to match dogs/puppies with adoptive homes that are well-suited to the needs of the dog. When apparently equivalent adoptive homes may be available, ADPR will operate on a “first come, first served” basis.

B. ADPR will hold adoption clinics in public places to facilitate finding homes for dogs and pups in ADPR care.

C. Animals will only be placed with adults age 21 or older who have housing appropriate for the breed, size, and care requirements, and time to spend with the animal(s) on a regular basis. They must agree to abide by all landlord and homeowner association rules including number, breed, and size of pets permitted in the dwelling. ADPR reserves the right to visit the adoptive home before or after placement of an animal

D. All adopters must complete a satisfactory adoption interview and required paperwork. ADPR reserves the right to deny an adoption if the match does not seem appropriate.

VII. EUTHANASIA. ADPR will consider euthanasia of an animal only in the case of demonstrated aggression toward another animal or human being or in the case of an animal suffering from an unrecoverable illness or medical injury that is causing that animal enough pain to interfere with ability to enjoy life.
